SACRAMENTO, CA — Covered California has reached a record-high enrollment of 1,979,504 people for 2025, with Indian Americans making up a significant portion of the enrollees. A total of 72,620 Asian Indian consumers have signed up for health coverage through the state exchange, contributing to the over 24% (391,960) of total enrollees who identify as Asian American.

The latest figures also show that 13,000 new enrollees for 2025 identify as Asian Indian, reflecting a steady increase in health insurance participation among California’s Indian American community.

Statewide, Covered California reported that 345,711 people newly enrolled in health plans, while more than 1.6 million renewed their coverage. This marks the fourth consecutive year of rising enrollment, driven by federal and state subsidies that have made health insurance more affordable.

“The tremendous success during this open enrollment is the payoff from the work California has done for years to maximize the Affordable Care Act,” said Gov. Gavin Newsom. “California’s uninsured rate has continued to drop as Covered California has made it easier for consumers to find quality coverage at an affordable price.”

Since Covered California’s launch in 2014, the state’s uninsured rate has dropped from 17.2% to 6.4%—the largest decrease in the country during the Affordable Care Act era. More than 6.3 million Californians have received marketplace coverage at some point.

Potential Loss of Subsidies in 2026

Covered California’s success has been fueled in part by enhanced federal subsidies introduced in 2021 under the American Rescue Plan, along with a state-funded cost-sharing reduction program. However, these subsidies are set to expire at the end of 2025 unless extended by Congress and President Trump.

“Without an extension for the enhanced subsidies, the loss of coverage could be significant in California,” said Covered California Executive Director Jessica Altman. “Every region and corner of the state would be impacted—from small business owners and gig workers to agricultural workers and residents working multiple jobs to make ends meet.”

Special Enrollment for Fire-Affected Areas

While open enrollment has ended, residents in Los Angeles and Ventura counties affected by recent wildfires have until March 8 to sign up for coverage.
