WASHINGTON, DC- U.S. Immigration and Customs Enforcement has lodged a detainer request seeking continued custody of Manvir Singh, identified by the Department of Homeland Security as an illegal immigrant from India, following a fatal multi-vehicle crash near Lodi, California.

California Highway Patrol arrested Singh on May 19, 2026, after authorities said he was driving a semi-truck that veered off the road, struck a guardrail, and triggered a crash involving three other vehicles. Two people were killed in the incident, according to local reports cited by the agency.

DHS said Singh attempted to flee on foot before he was apprehended by law enforcement officers.

Authorities have charged Singh with vehicular manslaughter with gross negligence, hit-and-run resulting in death or injury, and obstructing or resisting a police officer.

DHS said Singh entered the United States through Arizona in July 2023 and was later released.

In a statement, Acting Assistant Secretary Lauren Bis said Singh “should never have been behind the wheel of a semi-truck” and urged Congress to pass “Dalilah’s Law,” a proposed federal measure that would bar states from issuing commercial driver’s licenses to undocumented immigrants.

The proposed legislation is named after Dalilah Coleman, who was seriously injured in a crash involving an undocumented driver, according to DHS.

The agency also referenced several other recent crash cases involving undocumented semi-truck drivers in Oregon, Pennsylvania, and Florida as part of its argument supporting stricter commercial driver’s license requirements.
