RICHMOND, VA – In a major legislative move, Virginia Governor Glenn Youngkin has signed into law a bill introduced by Delegate JJ Singh that aims to strengthen protections for religious institutions across the state.
The House of Worship bill (HB 2594), which goes into effect on July 1, sets forth best practices for preventing and responding to hate crimes targeting places of worship. The measure is designed to help faith communities bolster security and ensure safe, inclusive environments for worshippers.
“This is a critical step forward to keeping our communities safe from hate crimes and ensuring every Virginian can practice their faith without fear,” Singh shared in a statement on X.
Singh, a Democrat, who made history as the first turbaned Sikh elected to any state legislature in the U.S., emphasized the bipartisan support behind the bill. It passed both chambers of the General Assembly before receiving the governor’s approval.
The legislation comes amid a national rise in hate-motivated attacks on religious communities, with advocates urging stronger safeguards and policy responses at the state level.
