FBI Arrests Terror Suspect Harpreet Singh In Sacramento

SACRAMENTO, CA – The Federal Bureau of Investigation has arrested Harpreet Singh, also known as Happy Passia, here. Singh, a fugitive wanted for orchestrating multiple terror attacks in India, was taken into custody by the FBI in coordination with Enforcement and Removal Operations.
According to the FBI, Singh entered the U.S. illegally and had been evading authorities using burner phones and encrypted messaging platforms.
The FBI has linked Singh to Pakistan’s intelligence agency, ISI, and the pro-Khalistan terrorist outfit Babbar Khalsa International. In a public statement, the bureau emphasized the significance of Singh’s collaboration with both ISI and BKI, stating it demonstrates a troubling connection between Pakistan-based networks and extremist Khalistani elements.
“This case reinforces the importance of international cooperation in apprehending those who threaten global security,” the FBI noted, acknowledging the assistance of its legal attaché office in New Delhi. Indian authorities had earlier informed U.S. counterparts that Singh was implicated in at least 16 terrorist incidents across Punjab between late 2024 and early 2025, including 14 grenade attacks, an IED blast, and an RPG strike targeting police personnel and infrastructure.
Singh, formerly associated with the Bhagwanpuria gang, had escalated from organized crime to international terrorism. Indian investigations reveal he provided arms, explosives, and logistical support in a grenade attack on a retired police officer’s home in Chandigarh, registered on October 1, 2024. The National Investigation Agency (NIA) had issued a reward of ₹5 lakh for information leading to his capture.
He was also named in a chargesheet alongside Pakistan-based terrorist Harwinder Singh Sandhu alias Rinda. Authorities in India have filed 33 FIRs and issued 10 lookout circulars against Singh, who had become a key operative for BKI’s campaign of violence in Punjab.
The FBI’s swift action in Sacramento underlines growing international cooperation to neutralize transnational terror networks operating across borders.
