SALDEF Condemns Veto Of Transnational Repression Bill, Vows Continued Fight

SACRAMENTO, CA — The Sikh American Legal Defense and Education Fund (SALDEF) expressed deep disappointment following Governor Gavin Newsom’s veto of SB 509, legislation designed to strengthen protections against transnational repression and improve law enforcement training to safeguard California’s Sikh community.

“Transnational repression is not just a Sikh issue—it is a threat to all Californians and to the fundamental values of safety and freedom,” said Kiran Kaur Gill, SALDEF’s Executive Director in a statement. “The veto of SB 509 is a setback for the safety and security of all Californians. Together, we will continue working toward a state that truly protects all its people.”

SB 509 sought to provide law enforcement agencies with additional tools and training to identify and respond to threats posed by foreign governments targeting activists, dissidents, and community leaders on U.S. soil, it said, adding, “The bill received widespread support from Sikh Americans, civil rights organizations, and allies across California, who engaged in petition drives, legislative hearings, and direct advocacy with lawmakers.”

The organization also acknowledged Senator Anna Caballero for her leadership on the issue and thanked all organizations and individuals who supported the bill.

Despite the veto, SALDEF emphasized that the decision has only strengthened its resolve. The organization affirmed its commitment to advancing policies that protect the Sikh community and other vulnerable populations from transnational threats, ensure law enforcement preparedness, and safeguard civil rights.
