India, U.S. Move From Planning To Action On AI And Semiconductors

NEW DELHI-  The India-U.S. partnership in semiconductors and artificial intelligence (AI) has moved from strategic planning to implementation, with both countries advancing joint initiatives in semiconductor manufacturing, AI infrastructure, critical minerals and technology supply chains.

The collaboration received fresh momentum during the recent visit of U.S. Secretary of State Marco Rubio to India and is being driven through the U.S.-India TRUST Initiative and the PAX Silica Declaration, which aim to strengthen trusted technology ecosystems and reduce vulnerabilities in critical supply chains.

The framework was outlined by Prime Minister Narendra Modi and U.S. President Donald Trump in February 2025 under the ‘Transforming the Relationship Utilizing Strategic Technologies’ (TRUST) initiative to expand cooperation in emerging technologies and artificial intelligence.

The partnership is already translating into industrial projects. These include semiconductor manufacturing initiatives such as the Shakti Semiconductor Fab, which is developing compound semiconductors for electric vehicles and aerospace applications.

U.S. technology companies, including General Atomics and Synopsys, are partnering with Indian firms such as 3rdiTech on semiconductor design validation and workforce development, helping expand India’s engineering and manufacturing capabilities.

The two countries are also developing an AI Infrastructure Roadmap focused on expanding computing capacity and addressing challenges related to financing, power availability and the deployment of large-scale AI infrastructure in India.

American technology companies including Amazon, Microsoft and Google have announced multi-billion-dollar investments to expand cloud services and data center infrastructure in India, reflecting growing interest in the country’s rapidly expanding AI market.

Both governments are working on reciprocal access to computing resources and compatible regulatory frameworks aimed at supporting startups and encouraging cross-border innovation.

The partnership is being jointly overseen by the national security advisors of India and the United States, reflecting the strategic importance of emerging technologies to both economic growth and national security. (IANS)
