US Senators Question TCS Over H-1B Hiring Amid Layoffs
India-West News Desk
WASHINGTON, D.C. — U.S. Senators Charles Grassley and Richard J. Durbin have sent a letter to Tata Consultancy Services (TCS), raising concerns over the Indian IT giant’s hiring of thousands of H-1B visa workers while conducting what they described as “massive layoffs” worldwide.
The letter dated September 24 and addressed to TCS CEO Krithi Krithivasan, highlights “troubling employment trends” in the technology industry. Citing a Wall Street Journal report, the senators noted that the tech sector’s unemployment rate is “well above” the overall national jobless rate.
The senators pointed out that TCS announced plans to lay off 12,000 employees globally, including in the United States, even as it continued filing H-1B petitions. “In fiscal year 2025, TCS received approval to hire 5,505 H-1B employees, making it the second-largest employer of newly approved H-1B beneficiaries in the nation,” the letter states.
Grassley and Durbin also referenced an ongoing Equal Employment Opportunity Commission investigation into allegations that TCS favored South Asian H-1B workers over older American employees.
The senators posed nine detailed questions to TCS, seeking clarification on whether the company makes a “good faith effort” to hire Americans before pursuing foreign workers and whether H-1B employees are paid equitably. They also asked for data on outsourcing practices and wage levels for visa holders.
TCS has been asked to respond by October 10, 2025.

I was terminated without any reason. Suddenly on Dec 20 2024 I had a call and said you are not needed in TCS. I am US citizen and still struggling for job. They had many opening but declined to rehire. Such a discrimination and policy to hire low cost overseas candidate by replacing. I need my job back to tcs. I need compensation of my loss of professionals destroy career. I am holding MBA and multiple certifications. TCS don’t care. They need their profits by cheap resource and transfer US jobs to India
