Army Corps of Engineers Appoints Lt. Col. Simratpal Singh To Lead Typhoon Recovery

WASHINGTON, DC– The U.S. Army Corps of Engineers (USACE) has appointed Lt. Col. Simratpal Singh to lead its Sinlaku Recovery Field Office. The transition, effective May 26, shifts the focus of the federal recovery mission from immediate emergency response to sustained operations across the islands of Saipan, Tinian, and Rota.

Singh currently serves as deputy commander of the USACE Japan District. Earlier in his career, he served with the 249th Engineer Battalion, supporting global emergency power missions and disaster response operations during Hurricanes Matthew, Harvey, and Maria.

“It is an honor to join this recovery mission and continue supporting the people of the Commonwealth,” Singh said. “Our team remains committed to working alongside FEMA, CNMI leadership, and our local partners to deliver safe, effective, and timely recovery operations for impacted residents.”

Singh replaces Lt. Col. Adrian Biggerstaff, commander of the USACE Honolulu District, who led the field office through the initial emergency response and recovery phase following Super Typhoon Sinlaku.

During Biggerstaff’s tenure, USACE teams connected more than 120 temporary emergency generators at critical facilities, installed temporary roofing on more than 100 storm-damaged homes, advanced debris-removal efforts, and helped restore power across the affected islands.
