OTTAWA – The Canadian government confirmed on January 28 that there had been foreign interference in its elections, including from China and India, it had had no impact on the final outcomes, but had eroded public trust in the electoral system.

The probe identified China as the most active perpetrator, targeting all levels of government, while India was listed as the second-most active foreign power involved in electoral interference.

In response to the report, India firmly rejected the allegations, which suggested that India might have used proxy agents to fund candidates from three political parties covertly during the elections. The Indian Ministry of External Affairs dismissed the claims, calling them insinuations.

The findings also acknowledged concerns about some Canadian parliamentarians’ relationships with foreign officials. The report pointed to instances of poor judgment and questionable ethics but did not find evidence of any MPs conspiring with foreign states against Canada.

In a statement, Commissioner Marie-Josee Hogue, who led the inquiry, emphasized that Canada’s democratic systems remained resilient, despite these efforts to meddle. “Canada’s democratic institutions have held up well and remained robust in the face of attempted foreign interference,” Hogue said.

The findings came from a final report released after an independent probe launched in September 2023, in response to media reports suggesting Chinese involvement in the 2019 and 2021 elections, both of which were won by the ruling Liberals.
