Tulsi Gabbard Reveals Hidden Intelligence On Global U.S. Biolab Funding

WASHINGTON D.C. — Director of National Intelligence (DNI) Tulsi Gabbard released declassified intelligence on June 12, 2026, revealing that the U.S. government has historically funded more than 120 biolaboratories across over 30 countries.
Gabbard shared the announcement on X, stating that the release is intended to support President Trump’s executive order to end federal funding for dangerous gain-of-function research, while increasing transparency and accountability. She noted that her office will continue to work with partners across the administration to identify the locations of these labs, the pathogens they contain, and the research being conducted.
The ODNI release explains that the findings are the result of months of reviewing Intelligence Community files. According to the documents, many of these U.S.-funded facilities have engaged in research involving hazardous and highly contagious pathogens, in some cases including gain-of-function research, with very little oversight or visibility.
The intelligence specifically points to laboratories in Ukraine, noting that these facilities have been at risk of compromise due to the ongoing Russia-Ukraine war. The Intelligence Community had previously issued warnings that a U.S.-funded lab in Ukraine likely housed dangerous pathogens and remained vulnerable to threats of seizure, damage, or attack.
Gabbard stated that information regarding the existence, history, locations, and funding of these laboratories had been knowingly withheld from the American people. She accused “powerful people,” including entities within the previous administration’s national security team and health officials like Dr. Fauci, of lying to the public about the existence of the labs and threatening those who attempted to expose the truth by labeling them as traitors or foreign assets.
This disclosure aligns with President Trump’s Executive Order 14292, signed on May 25, 2025, which aims to end federal funding for gain-of-function research globally. To support this policy, DNI Gabbard has issued new guidance directing the Intelligence Community to increase its collection of information regarding these overseas facilities. The ODNI reports that this directive is already uncovering new details about clinical trials at these sites, which the agency stated raise significant ethical, financial, and security concerns.
