NASHVILLE, TN – Kamala Harris urged Democrats to mobilize voters in record numbers for next year’s midterm elections, arguing that overwhelming turnout is the best response to what she described as efforts to undermine voting access. Speaking at the National Urban League’s annual conference in Nashville on July 31, the former vice president repeatedly emphasized the importance of voter registration, checking polling locations and turning out at the polls.
“We have to do the work of telling people right now, check your voter registration status,” Harris said. She urged voters to make sure their names had not been improperly removed from voter rolls and to confirm their polling places, saying election officials had been “playing games” by relocating voting sites.
Calling for an aggressive voter mobilization effort, Harris said Democrats must be “too big to rig.”
“‘Too big to rig.’ It means being ruthless,” she said. “They are ruthless. We need to be.”
Harris said she remains focused on the 2026 midterm elections and has not yet decided whether she will seek the presidency in 2028.
Beyond this, Harris embraced several progressive proposals that she did not make central to her 2024 presidential campaign, including expanding the U.S. Supreme Court, revisiting the Electoral College and extending statehood to Puerto Rico in addition to Washington, D.C.
Her endorsement aligns her with other prominent Democrats who are doing well in the polls and have advocated changes to the nation’s highest court. Former Transportation Secretary Pete Buttigieg proposed expanding the court to 15 justices during his 2020 presidential campaign, while Rep. Alexandria Ocasio-Cortez has long supported adding seats to the court.
Calls to expand the court have gained traction among many Democrats who argue the court’s current ideological balance does not reflect the country.
Harris also called for reconsidering the Electoral College. “I know this is going to be controversial coming from me, in particular,” she said. “We need to revisit the Electoral College.”
