Maharashtra Has A New Diaspora Dept. That Aims To Tap Overseas Strength

MUMBAI — Maharashtra is set to become the first Indian state to integrate diaspora outreach into its governance framework with the establishment of the newly renamed “Department of Protocol, FDI, Diaspora Affairs and Outreach.”
The move underscores Maharashtra’s recognition of the diaspora’s growing economic connection with the state.
Remittances from Indians abroad touched a record $135.46 billion in the 2024–25 fiscal year—outpacing foreign direct investment inflows. States like Maharashtra, Kerala, and Tamil Nadu have emerged as top recipients, with these funds now covering nearly half of India’s merchandise trade deficit.
The department will serve as a central hub for coordination with foreign embassies, consulates, and trade missions, aiming to attract investment, promote cultural exchange, and address issues concerning Maharashtrians living abroad.
Chief Minister Devendra Fadnavis has appointed Rajesh Gawande, an Indian Foreign Service officer, as Secretary of the restructured department who has served in diplomatic postings across Nairobi, Kampala, Berlin, and the United Nations Division in New Delhi. His most recent role in Germany focused on facilitating bilateral economic cooperation and attracting technology partnerships to India.
